Phishing Attack Targets School Construction Funds

PINE BLUFF, Arkansas — The Pine Bluff School District has revealed it lost more than $3.2 million in a cyber scam involving fraudulent email communications tied to a construction project.

Superintendent Dr. Jennifer Barbaree confirmed the breach during a school board meeting, stating the incident occurred on December 17.

Hackers Manipulated Payment Instructions

According to district officials, staff processed a wire transfer believing it was a legitimate payment for work on the new Pine Bluff High School. However, the request had been altered.

Hackers reportedly gained access to a district email account and inserted fake wiring details into an existing email thread — a tactic known as a business email compromise.

“The company submitted a valid invoice, but they never requested payment via wire transfer,” Barbaree explained.

Federal Investigation Launched

Following the discovery, district officials contacted the Federal Bureau of Investigation and their financial institution to begin an investigation.

Barbaree said the district was advised to keep the incident confidential to avoid jeopardizing efforts to track and recover the funds.

Authorities have not yet identified those responsible.

Construction Company Responds

East Harding Construction, which is overseeing the high school project, said it followed standard procedures when submitting payment requests and was unaware of the breach until notified.

The company added that its internal systems were not compromised and that additional cybersecurity measures have since been implemented.

District Expects Partial Recovery

Despite the significant loss, district leaders say they are optimistic that a large portion of the funds will be recovered soon.

“We were encouraged that recovery efforts could return much of the money within weeks,” Barbaree said.

New Safeguards in Place

School officials confirmed that new security protocols have been introduced to prevent similar incidents in the future.

The investigation remains ongoing, and authorities have not released further details.
