Robert O’Neill, 57, faces 19 counts of animal cruelty after Delaware Animal Services rescued 19 dogs from his home in Smyrna.
Officials found the 17 dogs and two puppies living in dilapidated trailers and a swampy shed in terrible conditions.
The Brandywine Valley SPCA is now caring for the animals. The shelter says the dogs are in good medical condition, though they still need exams.
There’s no word yet on when they may become available for adoption.
