Internal Affairs Report Reveals Policy Violations
A Connecticut state trooper has been terminated following an internal investigation that uncovered inappropriate conduct while on duty inside a government building. According to an internal affairs report, the officer engaged in sexual activity during work hours, violating multiple department policies.
The incident took place at a state office building in Hartford, where several law enforcement personnel were assigned.
Investigation Details and Findings
The report identified Owen Humphreys as the officer at the center of the investigation. Authorities said he began communicating with a private security officer in mid-2025, with the interactions later escalating into inappropriate conduct.
Investigators confirmed the misconduct through witness statements and interviews. The report concluded that sexual activity occurred within the state facility during working hours, raising serious concerns about professionalism and misuse of public resources.
Attempts to Influence Witness Raise Further Concerns
According to the findings, Humphreys also attempted to influence the security officer after the allegations surfaced. Officials said he urged her to remain silent and deny the claims, actions that were deemed unprofessional and in violation of department standards.
The internal review determined that Humphreys breached multiple policies, including failure to perform official duties and engaging in inappropriate behavior while on duty.
Additional Troopers Implicated in Investigation
The investigation also involved other officers assigned to the same location. Elson Abotsi was cited for a separate policy violation related to inappropriate conduct involving the same security officer.
Two additional troopers were reviewed for misconduct; however, those incidents were reported to have occurred off duty and outside state property. As a result, they were reassigned rather than terminated.
Disciplinary Actions and Official Response
Humphreys was placed on administrative leave in early 2026 and officially dismissed from his position in April. The security officer involved was also terminated from her role.
A spokesperson for Ned Lamont described the findings as “disturbing,” emphasizing that such behavior is unacceptable in public service.

The case has raised broader concerns about accountability and professional conduct within law enforcement agencies. Officials reiterated the importance of maintaining integrity, especially within public institutions funded by taxpayers.
