Wilmington, Delaware – A man who managed a swim school has been charged after police said he had unlawful sexual contact with a 16-year-old employee.
Todd Hill, 46, of Wilmington, Delaware, is facing several charges following an investigation into the sexual assault of a teenager that took place in the unit block of South Cannon Drive in Wilmington, according to the New Castle County Police Department.
Police said Hill worked as a manager at Kids First Swim School in Aston, Pennsylvania, where the 16-year-old boy was employed as a lifeguard.
Investigators discovered that the teen had spent the night at Hill’s South Cannon Drive residence on several occasions, police said. Detectives also determined that Hill engaged in unlawful sexual contact with the victim inside the home.
During the investigation, detectives uncovered numerous troubling text message exchanges between Hill and the boy, police said. Authorities also learned that Hill traveled to Mexico with the teen in January 2026.
After obtaining an arrest warrant, police said on June 16, 2026 Hill was found at his home and taken into custody without incident.
Hill has been charged with six felony counts of second-degree unlawful sexual contact and one felony count of enticement for purposes of sexual conduct, according to police. Authorities said he was arraigned and taken to the Howard R. Young Correctional Institution after he failed to post $21,000 in secured bail.
