An Arkansas prosecutor has concluded that no criminal charges will be pursued against Terry Hartwick following an investigation into an alleged incident reported late last year.

Complaint Led to State-Level Investigation

The case began in December 2025, when a complaint was filed regarding an alleged interaction involving the mayor at a public event. Officials from the North Little Rock Police Department confirmed they received the report on December 5.

To ensure impartiality, the matter was referred to the Arkansas State Police, whose special investigations unit took over the case.

Authorities have not publicly disclosed specific details about the alleged interaction. However, documents indicate that the complaint was submitted by a student and a parent associated with North Little Rock High School.

Despite the investigation, city officials previously stated that Mayor Hartwick did not intend to step down or take a leave of absence.

In a letter dated April 23, 2026, Special Prosecuting Attorney Robbie Jones informed the court that the available evidence did not meet the threshold required to pursue criminal charges.

The letter was addressed to Hugh Finkelstein, confirming the decision to close the case without prosecution.

With the prosecutor’s decision, the investigation into the allegations against Hartwick has effectively concluded. No further legal action is expected at this time.
